General Purpose: To persuade

Specific Purpose: To persuade the audience that lowering the drinking age would benefit society.

Central Idea: Lowering the drinking age helps to give Americans more freedom while having a stronger focus on health when drinking rather than legality.

Introduction

Attention Grabber: America advertises as the “land of the free” so shouldn’t we have more freedom than other countries? At times the government holds back our freedoms because they believe it will keep us safer, however we are the ones responsible for making the right choices. A strong example of this is alcohol laws, and how they often do more harm than good for teens.

Relate Topic to Audience: we all know teens drink, and weather you have or know someone close to you who has, it’s an inevitable truth that it will happen weather its legal or not.

Establish Credibility: My first year at college I saw kids who had never drank before binge drinking to the point where it was dangerous. Sheltered students finally got the opportunity that their parents and the law never gave them to drink freely, but these students hadn’t been exposed or experienced enough with alcohol to do it safely.

Central Idea and preview: Lowering the drinking age gives people more freedom which everyone wants, while treating binge drinking as a health concern rather than a legal one. If someone is exposed early and taught moderation rather than abstinence, they will be more likely to make good decisions on their own rather than being forced by the law. With this, I’m going to show you why the drinking age should be lowered, and how our perception on drinking overall needs to be changed.

Body

Overdrinking is a concern for one’s health and not one of legality.

Those who are caught drinking underage are often those drinking too much.

They are criminalized and punished wrongly.

They need to receive treatment for a health concern like rehabilitation rather than punishment.

Those who are aware of alcohol and what it does to their body can be more responsible when choosing to drink.

Portugal’s decriminalized drugs and took those caught to rehabilitation rather than jail, and has been shown to be much more effective.

The same ideology can be used for alcohol use.

Those in need are more willing to receive treatment, and those under 21 would not be criminalized.

Earlier and appropriate exposure to alcohol leads to better drinking decisions.

Setting the legal limit at 21 has had little success improving safety especially with driving.

Driving drunk is a decision that can be made at any age

“In 2002, according to a NHTSA study, the largest number of alcohol-related traffic fatalities occurred among 21 year-olds, followed by 22 and 23 year-olds.”

“Twice as many 21 year olds as 18 year-olds were involved in alcohol-related traffic fatalities in that year.”

Lower the drinking age gives more freedom

The United States is among the top 4 countries with the highest drinking age, along with Indonesia, Mongolia and Palau.

Not everyone under 21 drinks irresponsibly, many other countries have lower drinking ages and have seen less issues with overdrinking and deaths.

Soldiers can die for the country but not drink a beer. If a soldier is dying to keep freedom in the country they should have the freedom of choice.

Individuals are seen as the responsible party, and those who drink and make poor decisions are solely responsible rather than those who provide the alcohol as well.

Conclusion:

Signal: Overall if you want more freedom and a more responsible country a lower drinking age and higher awareness can help to better the community.

Review Main Points: not only will there be more freedom of choice in the United States with a lower drinking age, but people can be more conscious of drinking as a health concern. Individuals also need to be held accountable for their own actions and in the United States and 18 should be a universal marker for that decision

Concluding statements: weather you’re in favor or lower the drinking age or if you are against drinking altogether, the past and statistic shows that a lower drinking age would not be harmful, and it seems we would gain much more then lose if the age is changed.
