After the French and Indian War, the British decided to tax British colonies in America to restore the wealth they had lost during the conflict. A set of controversies surged during this time because colonists residing in America were surprised by Stamp and Sugar Acts, which were taxes created by the British crown. The colonists immediately said “NO TAXATION WITHOUT REPRESENTATION!” because refused to pay taxes if they had no voice in the parliament in Great Britain. Unfortunately, for many years, no solid voice was able to draw the attention of the king to articulate the concerns. But later on, a man named James Otis convened a meeting, inviting all colonies to agree on a solid plan to raise their voices against the British parliament so they could be heard. With this, the Stamp Act Congress was founded, and it met for the first time in New York in October 1765.

The Congress at a first instance did not seem like it was going to solve any problem since, in the first meeting, only 9 of the thirteen colonies sent delegates. Georgia, North Carolina, New Hampshire, and Virginia were not represented at all. Also, the group was clearly divided between representatives with radical and moderate ideologies, which made it difficult for the group to come to a consensus. Unexpectedly, this turned out to be helpful since the few that were less tolerant about taxation gave the spirit to write the Stamp Act Resolves: a set of resolutions that gave power to colonists to participate in the British parliament, which the congress ended up approving. Although there was some opposition coming from Timothy Ruggles, a delegate from Massachusetts who did not sign the Stamp Act Resolves, it was the only one to disagree with the set of resolutions, so the bill passed.

In the end, the boycotts from the colonists towards British businesses had a much greater effect on the resolution of the Stamp Act than the actual Congress and the Stamp Act Resolves. However, these did bring together the unity of the colonies to fight for a voice in the British Parliament.
