Cameron criticized Brown’s NSS as “a list rather than a strategy”:

“I think it would help that instead of announcing a series of things that the Defense Secretary or Home Secretary is going to announce that he actually just told us more clearly what he’s going to change why it would be different and actually the tenure of this approach doesn’t come across clearly.”

Criticism arises from the fact that the strategy is not argued for, it is just announced.

The document does not look much like a strategy, since most of its content is descriptive. There is a vast account of the threats and a list of government’s actions in order to meet them. The strategy is not argued for, alternative action is not considered, and there is no reference to possible negative consequences. Moreover, goals are not prioritized, neither are threats. There is no indication of overriding priorities, neither is there any indication of how progress might be measured. Values are not well articulated. As Paul Cornish points out, at a higher level, a strategy presupposes “a grad unifying vision of a way of life” which must not only be protected, but above all, “celebrated, encouraged, developed.”

Many critics have argued that the strategy lacks vision and purpose. There is too much emphasis on the method at the expense of vision and purpose. “The NSS describes anything but says nothing…it is a document which offers all things to all readers, while being strangely unable to provide much in the way of vision, leadership and motivation, or strategy in other words”. There is a marked reluctance to express core values; instead it is “full of platitudes rather than substance”.

Also, a genuine cross-governmental approach to security is very difficult to attain, as it needs strong leadership, resources and persistence. In other words, the goal of attaining national security is very difficult to reach under the current approach, which lacks vision and resources. In other words, it is inefficient. This is a challenge to the means-ends premise. There are too many means towards no clear ends. Analysts felt that coherent and robust defenses were needed at the time the NSS was released. In conclusion, not only the measures as such (the claims for action) have come under attack, but also the lack of practical steps to implement a National Security Strategy. As one commentator put it, opposition politicians and the UK media at large described Brown’s National Security Strategy as “an undifferentiated “laundry list” of possible security and natural disaster threats that provided no strategic guidance on how to address these challenges or how to prioritize resources among them.”
