The process of building a capable state requires the active participation of all the stakeholders of a nation. A capable state is one which has all the attributes of a modern, democratic, strong, responsible and responsive state, a state capable of effectively discharging its duties of delivering its essential services like law and order, peace, security, prosperity, and other public goods to its people. Traditionally the state is considered as the pivotal point of this process, other sectors including nonstate agencies, have an important role to play, and the importance of these role has grown over leaps and bounce over a period of time especially in last few decades.
In a democratic system, the role of the state is primary and most crucial in formulating and implementing the social and economic development programmers. However, in contemporary society, the problems that people have been facing especially the poor are much more complex. This is especially true in a country like India where a large number of vulnerable sections are experiencing inequalities at all the levels. Now the time has come to identify these non-state actors and recognizes those areas wherein they can contribute, and have indeed contributed, to the process as well as to appreciate better their nature, their way of intervention as well as to explore ways in which their participation can be rendered more fruitful and beneficial. But before we jump into the topic of nonstate agencies and their role in the creation of India into a capable state, it would be better for us to look into just what the capable state is and what does it mean to India.
