In these chapters, Mark Mazower discusses internationalism with respect to interventionism and the loss of power of stately bodies. The history of the United Nations in regard to the global humanitarian conflicts is discussed and the frustration of several top tier nations with the UN’s behavior in this regard is shed some light upon. Finally, the rise of Non-Governmental Organizations (NGOs) and philanthropists is discussed and a disturbing picture is sketched in which the power of nations is decreasing exponentially with an equally exponential increase in the reach and power of individuals.
Mazower expertly showcases the tug of war between the UN and the US on the issue of intervening in a sovereign nation on the pretext of humanitarian support. This is a morally ambiguous and complex issue, in which the sanctity of a nation’s right to govern and act in its own internal matters is superseded in the opinion of the self-proclaimed protectors of the world, by the need of its people in times of crisis. Mazower balances the state of mind of both sides with a penchant for equilibrium and impartiality but does not explain in detail one important aspect of this interventionist approach. That this is a form of partial colonization of the countries where the US and its allies have intervened without the authorization of the United Nations. In the current political sense and according to the situation on the ground, this approach can be seen as effectively terminating the governments of those countries that have not bowed down to the US and NATO and who are in direct conflict with their interests by labelling them as a threat to national security and world peace ( Mazower 395) .
An important aspect that Mazowerdoes not highlight is that countries where intervention has taken place, with or without the UN, are in a worse state than they were before the ‘shadowy invasion’. Human rights abuses may have been present (although not on a scale that is magnified by the Western Media, which fails to acknowledge the same in Israel), at least its citizens had access to necessities of life which include utilities and basic supply of food. Promises made before the invasion of Libya, Iraq and Afghanistan appear to be in the air as these countries now face a form of lawlessness that is unprecedented. Even the staunchest negators of the previous regimes would chose those regimes in face of the current situation.
Perhaps, according to Mazower, this is the true meaning of the New World Order where sanctity of freedom is laid waste due to preconceived, racist, elitist notions of an elite few. This development is amplified by the emergence of groups and individuals, in case of philanthropy and humanitarian assistance who have the power and the influence to bypass governments in the name of public good. Mazower notes that this might be all well and good but this notion becomes extremely scary once the hidden agendas of these parties is factored in. Some might consider this conclusion an exaggeration and a conspiracy as the effects of this shifting of power from governments to non-stately parties have so far been positive.
Mazower correctly assumes and hints that the world is indeed moving towards a place where there is lawlessness under the shroud of order and peace. A place where nations, as a whole will lose effectiveness and as correctly foreshadowed in various dystopian movies and video games, the world will be run by corporations whose interests will define the fate of nations and of people.This is a disturbing revelation, made more disturbing by the fact that although we are aware of the existence of this conspiracy, we cannot do anything to curtail it.
