A police officer is required to put into consideration a lot of thought in handling the scenario highlighted. Handling such situation would require critical thinking especially how to approach the two men. A number of considerations need to be made in informing how the police officer would react to the situation. An important thing to consider include if the two men have weapons. This is an issue that is likely to inform how the officer would be able to approach the situation since presence and absence of weapon would help in making a choice on use of force or not. Police discretion is a key aspect in evaluating the conduct of a police officer when faced with a dilemma.

The surrounding environment would also influence the decision that is made by the officer. When the surrounding environment is full with people it would difficult to use force since an innocent person is likely to be injured in the scuffle. The type of injuries suffered by the two men would be crucial in influencing the decision made by the officer to charge them of misconduct. If there are injuries suffered by the two men who are fighting the officer is likely to charge them either for causing public disturbance or misconduct. The impact of the fight to the surrounding. This would include analyzing the situation and making a decision on whether there are other people injured as a result of their actions or broken glasses, chairs or tables which would significantly influence the decision that is made in this case by the officer (Chalfin & McCrary, 2013).

1940s and 1950s: The automobile becomes widely used in America

During this time there were very few laws in place would be considered in ensuring that there is a better engagement police and citizens. The police employed community policing since they could not be able to easily adapt to the significant changes in the automobile industry. The patrols among the police during this time was being done by use of patrol bikes, which were common. During this time, the Ford Company, General motors and Chrysler started to offer specialized police packages although they were not fully equipped to match the changing landscape(Loftus, 2010).

1960 and 1970s: The civil rights movement progresses and women enter the workforce

Dealing with protesters was a significant issue with police departments, which led to massive deaths of innocent peaceful protesters since the police had not been able to learn effectively on important methods that can be used to deal with mob. There was a significant resistance to incorporate women into the police departments since they were considered as being inferior and being unable to hold the crucial responsibilities in policing. There was a slow intake of women into police force in late 1960s although there was a clear understanding that women were unable to hold positions within police departments(Allen & Barzel, 2011).

1970s to present day: The economy goes into recession or depression

During this time, the number of police officers dropped significantly, since the police profession was considered as not being sustainable. Motivation among the officers to work was very low there was no clear understanding on what was to be considered within the environment at the time. Criminals took a breather during this time and the rates crimes sky rocketed making it very difficult to engage police departments in developing better policies that would be integrated to provide a better, safe and secure community environment(Cave, Telep, & Grieco, 2015).

Early 1980s: Crack cocaine is invented

During this time, organized crimes were concentrated in the United States and there were no significant policies that had been put in place to deal with increasing crime levels. The invention of crack cocaine has a significant influence on the police departments since there were no strategies in place which would combat the situation(Allen & Barzel, 2011).
