Hurricane Katrina was one of the most tragic natural disasters in American history. In this regard, it is important to emphasize the fact that the actions of people involved in disaster prevention and management and other social groups are quite different. The entire state is susceptible to disaster, but New Orleans was most influenced by disaster.
