Herbal cigarettes usually don’t contain nicotine in additive form, nor do they contain tobacco. That being said, the herbs and plants that they contain can naturally form carbon monoxide and tar when burnt, which is exactly what is happening when you smoke them. If you’re really set on doing something harmless, don't smoke at all.
