The independent National Electoral Commission (INEC) starting point can be followed back to the period before independence when the Electoral commission of Nigeria was set up to lead the 1959 elections. The Federal Electoral Commission (FEC), built up in 1960 led the quick post-independence government and local elections of 1964 and 1965. The electoral body was broken up after the military upset of 1966. In 1978, the government electoral commission was constituted by the administration of General Olusegun Obasanjo, sorting out the elections of 1979 which introduced the Nigerian second Republic under the authority of Alhaji Shehu Shagari. It additionally led the general elections of 1983.

In December 1995, the military Government elections of General Sani Abacha set up the Electoral Commission of Nigeria (NECON) which led another arrangement of elections. These chose establishments were not introduced before the sudden passing of General Abacha on June 1998 prematurely ended the procedure. The electoral commission of Nigeria (NECON) was in 1998 broken up by the then Head of State General Abdulsalani Abukakar's organization who at that point built up the Independent National Electoral Commission (INEC). INEC sorted out the transitional elections in 1999 that introduced the Nigerian fourth Republic.

The inefficiency of voting process in Nigeria has resulted in a lot of problems. These problems have continued to obstruct the peace of democracy in Nigeria because the choice of a capable candidate is not encouraging by the current system. The problems could be emendated as follows.

  • The high incidence of multiple voting massive transferred of ballot papers and forging of electoral papers using fictitious names. Indiscrete manipulation and inflation of election figures by electoral commission officers to suit the interest of their favored candidates.
  • Thuggery operation, fear of intimidation and victimization and smuggling of ballot papers into the ballot boxes.
  • The fragile nature of some ballot boxes makes them vulnerable to destruction
  • Lost of votes due to either wrong voting or the case of any of accident occurring during transporting of the statement of result forms and other electoral materials to the collation centers.

The main objective of this project work is to design an on-line voting system which among others will be able to achieve the following targets;

  3. The votes cast cannot be intercepted, modified or diverted.
  4. The on-line site will resist any attack

  7. The secrecy of the vote will be guaranteed
  8. Rigging of the election will be controlled
  9. The system will not accept vote outside the voting period
  10. It will put to an end the indiscriminate alteration of election result by any officer of the electoral commission of Nigeria.

The significance of this study is in the value of implementing the new system. The study will activate democracy and ensure that the popular choice emerges victories in any local government election conducted in Nigeria. The electronic voter's enlistment framework empowers the state electoral body (RSIEC) to accomplish the followings.

  1. Direct free and reasonable election inside the state
  2. Keep up a state voters enroll electronically
  3. Decide the voting quality of the state
  4. Dispose of disappointing electorates
  5. Security reason.
