“The Belt and Road” strategy of the main content strengthening policy communication among countries
We should strengthen intergovernmental cooperation, actively build multi-level mechanism of macro government policy communication, deepen interest integration, promote political mutual trust and reach a new consensus of cooperation. Third, we will jointly promote the construction of communication backbone networks such as cross-border optical cables, improve the level of international communication and intercommunication, and smooth the information silkroad. We should speed up the construction of bilateral cross-border optical cables, plan and build intercontinental submarine optical cable projects, improve the air (satellite) information channel, and expand information exchange and cooperation.(three)
First, efforts to promote the customs cooperation along the country should strengthen information exchange, mutual recognition, mutual supervision and law enforcement, and bilateral and multilateral cooperation, inspection and quarantine certification, standard measurement, statistical information and other aspects of the world trade organization, to promote the “agreement” of trade facilitation and effective implementation. We should improve the conditions of customs clearance at border ports, speed up the construction of “single window” at border ports, reduce the cost of customs clearance and enhance the capacity of customs clearance. Third, accelerate the process of investment facilitation and eliminate investment barriers. We should strengthen bilateral investment protection agreements, avoid consultations on double taxation agreements, and protect the legitimate rights and interests of investors.
Fourth, expand mutual investment, carry out deep cooperation in agriculture, forestry, animal husbandry, fishery, agricultural machinery and agricultural products production and processing, and actively promote cooperation in the field of mariculture, marine engineering, environmental protection industry and maritime tourism. Increase the coal, oil and gas, mineral and other traditional energy resources exploration and development cooperation, and actively promote hydropower, nuclear power, wind power, solar and other clean energy, renewable energy resources cooperation, promote local processing and conversion cooperation, formation of downstream industry chain integration cooperation in energy resources. We should strengthen cooperation in the deep processing technology, equipment and engineering services of energy resources.
Fifth, we should promote the cooperation of emerging industries and complement the principles of mutual benefit and mutual benefit, so as to promote the cooperation between the countries along the route in the new generation of information technology, biology, new energy and new materials, and promote the establishment of venture capital cooperation mechanism.

To expand the scope and scale of bilateral currency exchange and settlement of bilateral currencies along the countries along the line. Promote the opening and development of the Asian bond market. We will jointly advance the construction of the Asian infrastructure investment bank and the BRICs Development Bank, and the parties concerned will carry out consultations on the establishment of the Shanghai cooperation organization.

We will deepen the pragmatic cooperation of the association of the one ASEAN Bank of China and the joint organization of the SCO, and carry out multilateral financial cooperation in the form of syndicated loans and bank credit.
