In his interview with Lockheed Martin, one of the largest weapon makers, Moore depicts that the government does not regulate the selling of weapons to people even though they have not been licensed. As such, they were being sold even near schools, which led to easy access by the students.
Further, American society is violent in nature. The young are copying some traits from the old. Since the boy had been exposed to some knowledge on how to use the gun over the television, he exploited that experience, thus killing the girl.
