Today’s world is all about information technology. This new technology covers all sector, industries, no doubt educational institute is not exception for that. Actually it is need to have information technology in this field. The main objective of education is to develop & provide capable hands to industries. This paper attempts to highlight the role of ICT in higher education. The impact of ICT in higher education will grow many changes in educational practices. It is evident from the study that use of ICT in education is increasing rapidly in India. One of the most common problems is study of Information and Communication Technologies (ICTs) is choice based rather than it is actually education needs. Like a developing countries we also faces lot of competition in international market level. To sustain in that level we have to develop skill to familiar with ICT. The use of ICT in education leads itself more student centric and this creates proper communication, bridge the gap between teacher & students. Today’s generation moving rapidly into digital media and information, the role of ICT in education is becoming most important and this importance will continue to grow and develop in future. Thus, the paper suggests that ICT in higher education is not a technique for educational development but also a way of socio-economic development of the nation.

INTRODUCTION

Now a day higher education in India is experiencing a major transformation in terms of access, equity and quality. This evaluation is highly influenced by the swift developments in information and communication technologies (ICTs) all over the world. Higher education systems have grown rapidly from last few years to meet the demands of quality education for all. This aspect has further gained drive due to instant advancements in Information and Communication Technology (ICT). Demand for skilled and competent labour is ever increasing in global society. Ensuring universal service and access to information and communication technology is a top national objective of each country.

One of the distinctive features of human beings is their ability to acquire knowledge, and what makes this knowledge to man’s ability to ‘impact’ this knowledge to others. Transfer of knowledge, which is one of the foundations of teaching – learning process. The concept of moving the traditional classroom of desks, notebooks, pencils, and blackboard to an online forum of computers and the Internet frightens many teachers who are comfortable to the face-to-face interaction of the traditional classroom. These teachers frightens because lack of knowledge, untrained themselves and not ready to update them to move with this new challenges in higher education. For many students who unable to come to college due to employment, family responsibilities, health issues and other time constrains, online education is the only best option. Computer multimedia offers good opportunities for creating & developing visually enriched learning environments. Computer-based systems have great potential for delivering teaching and learning material. The rapid development of Information and Communication Technology (ICT), particularly the Internet, is one of the most attractive miracles describing the Information Age. ICT powers.

Our access to information, enables new forms of communication, and serves many on-line services in the fields of commerce, arts, entertainment and education. The main objectives of the paper are to evaluate the importance of ICT in higher education and to analyse the government initiatives for development of ICT in higher education. What is ICT ? Meaning – The term Information refers to any communication or representation of knowledge such as facts, data or opinions in any medium or for, including textual, numerical, graphic Cartographic, narrative or audiovisual forms. Technology is the practical form of scientific knowledge or the science of application of knowledge to practical. Definition – Prof. Priya Kale, "ICT stand for information and communication technologies and is defined, as a "diverse set of technological tools and resources used to communicate, and to create, disseminate, store, and manage information." "ICT implies the technology which consists of electronic devices and associated human interactive materials that enable the user to employ them for a wide range of teaching – learning processes in addition to personal use." Objectives: ICT in higher education improves self confidence among teachers and students. It can be easily accessible from anywhere even from rural area. This is actually modern techniques of teaching & shifting of tradition way of teaching method to modern techniques. It promotes innovation and new opportunities to learners as well as teachers.

  2. Increase the capacity and cost effectiveness of education and training systems
  3. To reach target groups with limited access to conventional education and training,
  4. To support and enhance the quality and relevance of existing educational structures
  5. To compete international educational institute to adopt new techniques of learning

For Governments:

  • To ensure the connection of educational institutions and learner to the emerging networks and information resources
  • To promote innovation and opportunities for enthusiastic learning Drawback of ICT tools in Indian

Higher Education:

  1. Setting up ICT tools can be very difficult.
  2. Highly Expensive to adopt.
  3. Difficult for teachers to use with lack of knowledge and experience using ICT tools.
  4. Lack of support of institutional management.
  5. Cause of Indian mentality to accept new things & challenges of using ICT tools in higher education.
  6. Lack of awareness about benefits of ICT tools in Higher Education.
  7. Lack of Support of Government to promote ICT tools in education in terms of financial & economic assistance.
  8. In India, most of the people are from rural area, they are unaware about higher education & from them use of ICT is far distance away.
  9. Distance education is new concept to Indians which has lot benefits but Distance learner as well as teachers both are unknown about using ICT tools.

Initiatives of Use of ICT in Education India is making use of powerful combination of ICTs such as open source software, satellite technology, local language interfaces, easy to use human-computer interfaces, digital libraries etc. with a long-term plan to reach the remotest of the villages. Community service centers have been started to promote e-learning throughout the country (Bhattacharya and Sharma, 2007).

Notable initiatives of use of ICT in education in India include:

  • Indira Gandhi National Open University (IGNOU) uses radio, television and internet technologies.
  • National Programme on Technology Enhanced Learning: a concept similar to the open courseware initiative of MIT. It uses internet and television technologies.
  • Eklavya initiative : Uses internet and television to promote distance learning.
  • IIT-Kanpur has developed ‘Brihaspati’, an open source e-learning platform (Virtual Class Room). Conclusion The increasing use of ICT has brought changes to teaching and learning process at all levels of higher education system which leads to quality enhancements.

Traditional forms of teaching and learning are increasingly being converted to online and virtual environments. The use of ICT in education not only improves classroom teaching learning process, but also provides the facility of e-learning from far distance. This ICT mode of teaching is one of most important advantage to distance learner especially for those students who are unable to continue their regular studies due to their financial & family problems. In India at present girls literacy is very low because of traditional perceptions that girls are distinct from education due to not allow to go colleges for them they can continue their higher education from anywhere. Thus the teaching community is able to reach remote areas and learners are able to access qualitative learning environment from anywhere and at any time.

Educational institutions should train teachers who are technology-competent and who effectively use and integrate technology into their teaching activities ICT has enhanced distance learning. It is important that teachers should be made to adopt technology in their teaching styles to provide practical and educational gains to the learners. Successful implementation of ICT to lead change is more about influencing and empowering teachers and supporting them in their engagement with students in learning rather than acquiring computer skills and obtaining software and equipment. ICT enabled education will ultimately lead to the modernization of education. This is actually moving of India through globalization in terms of higher education.
