Because of its geographic location, the Kingdom of Lesotho, during the years, never gave a relevant contribute to the prevention of the South Sudan’s state failure. Although now seems that these two countries haven’t any kind of relations, in 2011 Lesotho was one of the several countries to vote in favour of the independence of South Sudan by Sudan. Lesotho is territorially included in South Africa, and so it shares various businesses and political orientations with it, according to this, it is interested in the position of South Africa on the South Sudan situation.
South Africa and Lesotho have always had fraternal relations with South Sudan, originated from the ties of the liberation fights of the African National Congress (ANC) and the South Sudan People’s Liberation Army/Movement (SPLA/M). After the signing of Sudan’s Comprehensive Peace Agreement (CPA) in 2005, South Africa has also been helpful in providing development and mediation assistance to South Sudan.
Currently the kingdom of Lesotho and South Sudan are in a status of balanced formal relation, but it supports South Africa and the other countries with their implicit mandate to set the bases for the success of South Sudan as a new nation. It’s its responsibility to welcome this mandate by developing a plan and strategy to get this country completely structured and fully functional to finally end the human suffering.
Recently the United Nations have launched a ne peacekeeping mission in South-Sudan, the so-called United Nations Mission in South Sudan (UNMISS). The UNMISS purposes are supporting peace consolidation and thereby fostering longer-term state-building and economic development; supporting the Government of the Republic of South Sudan in exercising its responsibilities for conflict prevention, mitigation and resolution and protect civilians, supporting the government of the Republic of South Sudan in developing its capacity to provide security, to establish rule of law, and to strengthen the security and justice sectors.
This mission was created by Security Council Resolution 1996, a resolution adopted unanimously by United Nations after the independence of South Sudan from Sudan. In the preamble of Resolution 1996, the Security Council mention the importance of a global approach to peace consolidation, about the conflict causes and the principles of security and development. At the same time Council members asked for a UNMISS collaboration and other peacekeeping operations in the area. Under Chapter VIII of the United Nation Charter, the peacekeeping mission affects the protection of civilians and therefore it isn’t committed on the South Sudan territory protection or the sovereignty of that territory.
