Handling an emergency is always a difficult task where especially considering the fact that these events are not always planned. Even though the response teams are always prepared to deal with these cases they face a significant challenge considering that each emergency is different from the other which require quick reorganization and ensure that the whole process is successful. The integration of different response teams is mainly in order to ensure that they are successful in their ability to conduct a quick recovery process. Coordination and organization are significant factors that dictated the development process of a response team where there is need to ensure a greater understanding on the best possible way to improve on the recovery process.

This emergency created a significant understanding on the existing challenges in response and lack of overall unpreparedness considering the fact that it took a long time for the response service groups to figure out the way forward. The federal level is involved in setting up emergency services as well as offering training for emergency services to emergency service officers in order to improve their overall understand under which it is possible to understand the existing issues in managing an emergency crisis. The FEMA is involved in the planning process where it is engaged across the states aimed at improving the quality of emergency services. Emergencies require quick response and thus it is easier for the state to response rather than waiting for federal communication in order to focus on a given approach (Liu et al., 2014).

The federal and state government are the primary financiers of these processes, which are aimed at improving the overall focus under which it would be possible to conduct successful recovery operations. Other stakeholders are also taken into consideration where they have been actively involved in ensuring that there is a better coordination of services at the time of emergency, which is an important aspect to consider within any given community (Van De Walle et al., 2014).
