The Environmental Protection Agency is the administrative agency that governs regulatory compliance of the manufacturer. Ideally, the agency formulates environmental laws which act as a guide and which are aimed at regulating and controlling the pollutant human activities which lead to destruction of the environment (Davison, 2009). Enterprises especially the manufacturing organizations are required to be environmentally responsible to the environment in terms of how the organization disposes its waste materials. Administrative agencies ought to follow these rules and regulations to the letter. As a regulatory body, Environmental Protection Agency (EPA) is an arm of the government which works under the Ministry of Environment and energy (Messina, 2015). Another function of the EPA is that it is mandated to protect human health and the environment and is regulated by the laws created by the Congress.

The Environmental Protection Agency headed by an administrator who is appointed by the President and approved by the Congress (Purdy, 2013). In the United States, EPA is headquartered in Washington. Apart from conducting environment assessment and audits, EPA also undertakes educational studies. Using a variety of environmental laws and with the help of the government, the EPA is in a position of enforcing national environmental standards. Violators who are misusing environmental resources and polluting the environment are charged fines, sanctions as well as other measures. It is perceived to be completely against the law to perform actions which deplete the environment the resources it deserves. According to Francis and Krishnamurthy (2014), an organization that emits smoke unrestrictedly or which lets the spillovers flow into the rivers is taken to go against the law and as such, such organization should be answerable to the EPA.

As an assistance Vice President at Marine Plant manufacturing plant, Eric stumbles on a conversation between the President and the Vice President via mail. The mail details that an internal study had found out that there existed pain leeches form the bottom of boats into the marine environment. The President’s response constitutes a moral concern in that he asks the Vice President to erase all evidence of the study and not leak the information to any other party. Moreover, the presidents asks the Vice President to erase the mail as an action to conceal his actions as well as those of the study. The fact that the President is aware that the leakages are harmful and does not action with that regard constitutes a moral hazard. Eric fears letting the cat out of the bag since it may lead to the loss of his job.

According to the Environmental Protection Agency, Eric should take action on the administration. He should report the President in the name of the organization so that a management including the President and the Vice President together with others who are involved to be prosecuted. The life of the marine life is critical and absolutely important (Sueyoshi, Goto & Sugiyama, 2013). By failing to report to the authorities, Eric will indirectly be participating in the sabotage of the marine life since the leakages of paint leeches have the potential of destroying a significant portion of the marine life.
