Handling an emergency is always a difficult task where especially considering the fact that these events are not always planned. Even though the response teams are always prepared to deal with these cases they face a significant challenge considering that each emergency is different from the other which require quick reorganization and ensure that the whole process is successful. The integration of different response teams is mainly in order to ensure that they are successful in their ability to conduct a quick recovery process. Coordination and organization are significant factors that dictated the development process of a response team where there is need to ensure a greater understanding on the best possible way to improve on the recovery process.

The trauma at the tunnels one of the worst train accidents in Los Angeles where two trains a commuter and a freight train collided head on. This emergency created a significant understanding on the existing challenges in response and lack of overall unpreparedness considering the fact that it took a long time for the response service groups to figure out the way forward. The mitigation of the emergency involved a multi-agency approach, which focused on effective understanding under which critical decisions would be made (Eckstein, 2009).

The initial response to the scene included three engine companies, which included a truck company, one paramedic, and a heavy rescue unit, which were all focused on different focus part of the emergency. The Los Angeles Fire department established communication with Los Angeles County Medical Alert center, which is responsible for coordinating large-scale incidents in the Los Angeles County. The medical alert center was significantly involved in reorganizing services while establishing the available emergency healthcare centers within the county, which provided a significant understanding on the best approach to handle the response process (Eckstein, 2009).

The emergency response is regulated at the state level where different emergency setup have been put in place to ensure that there is a quick response to emergency cases within their respective environments. The federal level is involved in setting up emergency services as well as offering training for emergency services to emergency service officers in order to improve their overall understand under which it is possible to understand the existing issues in managing an emergency crisis. The FEMA is involved in the planning process where it is engaged across the states aimed at improving the quality of emergency services. Emergencies require quick response and thus it is easier for the state to response rather than waiting for federal communication in order to focus on a given approach (Liu et al., 2014).

The HC funding in emergency cases is highly regulated where there are multiple platforms, which are involved in ensuring that there are funds available to aid the completely emergency response operations. Different stakeholder in the community plays an integral role in ensuring that there is a better focus and an effective environment under which emergencies services can be conducted with the desired urgency without any financial challenges. The federal and state government are the primary financiers of these processes, which are aimed at improving the overall focus under which it would be possible to conduct successful recovery operations. Other stakeholders are also taken into consideration where they have been actively involved in ensuring that there is a better coordination of services at the time of emergency, which is an important aspect to consider within any given community (Van De Walle et al., 2014).
