Truman Doctrine is pronouncement by U.S. President Harry S. Truman, that the United States would provide political, military and economic assistance to the governments of Greece, threatened by communist insurrection, and Turkey, under pressure from Soviet expansion in the Mediterranean area.
The Truman Doctrine effectively reoriented U.S. foreign policy and led, in 1949, to the formation of NATO. Congress responded by promptly appropriating $400 million to support Greece and Turkey.
