According to me the ethical decision is if the drug is approved than we should do the clinical trials in Albania and use a part of the profits to Start up a compassionate use program in Albania, even though setting up a distribution system and training doctors to administer the drug, monitor patients for adverse effects and track results will entail considerable expense. Being that the clinical trials started in Albania an entrepreneur should want to continue to provide them with the drug. Though it may be costly to implement doctors and distribution systems in Albania it would have been the same if not a higher cost to implement the same system in the US. Being that Albania is not as wealthy the patients that begun the clinical trial would properly depend on the medication. Dr. Hassan would need to look ahead and plan for pricing of manufactured in both the US and Albania because it could bring about jobs in that area. If manufactured in the US and profits are greater it could cover some of the expenses in Albania.
